My low bean first went out then my high beams. Is it the switch?

I turned on my head lights and got nothing, although the high beams worked. I retried and
the low beams and high beam worked. Now neither will work. Fuses are good and all
wiring appears to be in order. I suspect the light switch or is it something else.
