have put back hard top but I doesn't lock shut

After summer have put back hardtop but now it will not lock
down

Not really an answer to your question but...., YouTube has several videos showing how to MANUALLY lock down the top to the body. That, at least, will allow you to drive with the top in place until you figure out which switch, relay, etc., is not allowing the "clamps" to engage and pull the top down tight and seal it.
