For sure the master cylinder is shot, You will have to visually inspect the rest of the system.

is it necessary to bleed the brakes? or should i just check at the master cylinder

You can try bleeding the brakes, but I have found that if it does work it won't last long and brake pedal will start to slowly drop as you sit with the brake applied like at a traffic light, so you will wind up replacing the master cylinder anyway.
