Why is my starter constantly seizing?

So I feel like I have figured out what is going on, but I wanted some more
thoughts.  I have a 2016 Mazda 3 with a no crank no start issue.  You hear
one click and then done.  All the basics were covered.  I blew a starter fuse
after attempting to start the vehicle and found out that it had seized up the
starter at the same time.  I'm currently looking to replace both.  I was able to
check the wiring connections from the battery and starter and everything is
correct and there is no short.  So I am to believe that the issue could be that
the fly wheel will not turn?  I think I saw that a bad A/C compressor could be
the issue.  I can supposedly just take the serpentine belt off and that will start
the vehicle for a quick moment and then I could confirm that it was the A/C
compressor, right?  My main concern was that if the vehicle STILL didn't start
after that, then I would have to idea where the next place to look would be.

Is the motor seized ? See if you can turn it by hand , remove belt and turn AC pulley if that's what you're worried about . check for good grounds , some starters are junk out of the box , bite the bullet and go to dealer if you have to , do they still use a relay ?
