Can I pay for the car if I don't have insurance and 2 weeks later come back with my insurance

Not if you are financing it. And in most states you can't register it without having insurance. But if you are paying cash no problem.

You can, if paying cash, have it towed home. Inform the salesperson of this and have them write "TOW OUT" on your paperwork. HTH. -Jim
