Why do used car dealerships charging destination fees?

Used car dealership adding so many add on to where the price was over $22,000 and ask me to put a $6,000 down payment.  My credit is fair but that was ridiculous!  This was even before I sat with a Finance Manager.  He didn't ever want to see me.
