Power steering pulley

My car broke down last night all the
antifreeze spilled out at a light and it
started smoking and when I looked under
the hood the belt was off I have problems
with this in the pas and my pulley on my
power steering pump can go in and out
approximately a quarter to half inch in and
out the water pump pulley is still spinning

The shaft on the power steering pump is shot, time for a new pump. You will need to rent a pulley puller to remove the pulley off the pump, if you are doing the repair. That might have contributed to the wear on the water pump shaft if the leak is out of the water pump. So replace both, and get a new belt.
