You can push the seat as far back as possible, but can't deactivate. But have you considered putting the front seat all the way forward and having her sit in the rear of the car?

You might consider checking the Owner's Manual. Open the right Passenger Door and check the right side of the Dash. Is there a deactivation Switch located there?

I would recommend using the back seat if she can comfortably sit there.

You could also consider a patient shuttle service instead of your car, the hospital should be able to help you with that. Might be easier for her to get in and out of as well. Don't have a passenger in the front without the benefit of an airbag. You probably wouldn't feel good about your mother planting her face into the dash either. The 'airbag-off' switch was designed to accommodate rear-facing child safety seats.
