Insure shoes are installed correctly and run adjuster out till the drum will just slide on over the shoes. Also with drum off have someone press brake pedal while you watch shoes to insure they move in and out smoothly.

after adjusting if it still seems to not work there is a part called a metering valve. It's used to delay the front brakes to allow the front and back to engage at the same time becasue disc brake pads have much shorter of distance to travel than the brake shoes.

The other problem you may be having is that the bias for most vehicles is 70 30 for the brakes. This means that your front brakes are going to do most of the work most of the time. But I would also adjust the star adjuster untill you hear scrapeing noises but the pads are not so tight up against the drums that you can not turn them by hand.

The brakes are only locking up in 2WD, they work fine in 4WD. Lots of squealing in 2wd when even lightly taping on the brakes.
