I have an 02 Windstar showing a light-out warning light on in the dash and Left tail light that will not turn off even though everything is turned off. I what can I do to get this light to turn off?

It sounds like a bad ground. Try running a new wire from somewhere where there's clean metal and splice it in to the black wire on the left tail light.
