99 gmc k1500 suburban

Does the fuel filter cause my truck not
to start. I put $15 worth of gas in it
because it wouldn't start, and my fuel
pump does come on when I turn the
key

If it was ran out of fuel most likely burned out he fuel pump, but check the fuel pump fuse, fuel pump relay, and for power back at the fuel pump assembly, if all of the above check good then it is the pump. Make sure you replace the fuel filter and the relay if you have to replace the pump, so if something does happen to the new pump they will cover the warranty.
