Do I need to replace Bulkhead Wiring System to fix the ambient air temp sensor?

My car is a 2015 Subaru forester, 110,000 miles. Just had a front left wheel
well liner replace and an oil change. While driving, check engine and hill start
lights came on and cruise control was disable. Temperature readings were
erratic. The dealership technician said that the ambient air temp sensor was
missing and some wiring damage. They said I need to start by replacing the
bulkhead wiring harness for over 5,000$ and there is no other way to fix the
AAT sensor. Does this sound right? Why would a sensor just fall off while
driving, no accident or anything? Could the damage have happened where I
had an oil change/ wheel well cover replacement?

You should ask who did the repair if they know anything about it . I think you should be selective on who works on your car .

Nope, the ambient temperature sensor is a $35 replacement part. Standard part number AX212. You can view it on Rockauto.com Most likely the wiring harness was damaged by whomever did the previous repairs. They can pay for the damage if the wiring harness has to be replaced or repaired! Thank you! I'm taking it to get a second opinion. The shop that did my oil change/liner replacement is well respected in the community but if it turns out there is more wiring damage than appears I will follow up with them. I did some investigating and the AAT sensor is missing. But it doesn't look like the wiring is badly damaged as the dealership lead me to believe. Here's a picture:
