Can an almost 2 year old car be sold as New ?

Can a dealer sell a car that is a 2015 ( never owned) that has just been sitting on the lot with 250 miles as new? The dealer is wanting full retail/ msrp ($30,000)  for it like it is brand new. This vehicle needs new tires because it has been sitting and  a new battery etc, can a dealer do that?

if it was never titled , it can be sold as new,. but paying full MSRP is crazy. That's why they never sold it. You should offer no more than what a 2015 used vehicle is worth. Like you said, you have to buy tires, battery and it's been rusting sitting around. Fuel will need to be replaced too. I personally would find another vehicle.
