External wastegate

I am in the process of doing an external
waste gate with an up pipe and dump tube
swap. I've heard that you need to get a pro
tune when you do this. Why is that? Would
you be able to not get the tune and still be
able to drive the car without any CEL?

Throttle mapping and fuel/air curves to keep AFR correct. You do NOT want to blow this up!
