2014 TDI Jetta Whirring

2014 TDI Jetta, 4 cyl, when the car is under High Electrical Load (Headlights, Radio, Bluetooth, Wipers, etc...) every 2 minutes my car makes this whirring sound.  I have no idea what it is. the sound occurs at 00:33. see below

If the Jetta is under warranty, take it in. Could be a bad alternator from the factory, eh?

Altenator is on other side( Passenger). this noise is not regular it is highly sporatic. I don't know if it is just a "deisel" noise. One idea i have is it is a cooling fan that when it hits temps switches on. or it could be a bad relay. ANY DEISEL PEOPLE PLEASE HELP!!!
