2004 Envoy will not shift out of park. It starts and the steering wheel is movable.

Make sure you have your foot pressing the brake pedal to get it out of park.

http://www.arfc.org/complaints/2003/gmc/envoy/10471559.aspx -- check this out. It is for a 2003 but yours might have the same broke plastic part.
