Idle issues

My 06 ford police interceptor idles really
high (2000 rpm) on a cold start. The idle
dips and rises between 700 rpm and 2000
rpm a couple of timess before before
settling at 800 rpm. The problem is slowly
getting worse causing it shake sometimes
when its started up, although the shaking
seems to be directly linked to when it has
rained alot before. Also after completely
loosing power while driving one day (it
started right back up) it seems to be idling
too low at red lights (500 rpm)and such
causing it to try and die. Any suggestions on
where to start with these issues?

Regular tune up...new spark plugs and wires and may be couple of coils.

I just replaced all the spark plus and ignition coils about a month ago.
