transmission slipping into nuetral at stops

05 crown vic interceptor seems like it's slipping into
neutral as soon as I put it into drive and again whenever I
come to a complete  stop. I have to give it gas and hope it
goes into gear, and when it does it's pretty rough to the
point where the whole car shakes. Doesn't seem to do it
unless OD is on, but recently started while it was off.

Fluid level is low, or it's time to rebuild the transmission. The old police cruisers can take a beating, but wear out eventually.
