2005 headlights will not turn on

where is the fuse  box     does it have anything to do with shut off valve

Not sure what you are referring to as the shut of valve. Headlights not turning on is electrical in nature. With the headlight switch itself is faulty, or the wiring. Did the headlights just stop working, or we're you doing some work to the vehicle?

There is a Automatic Headlight Control Relay in the system. Not sure if it has anything to do with this.
