I have a 87 blazer and I put a new motor in it but now it won't go over 35 mph

Plugged exhaust is my first thought, might have the exhaust back pressure tested, the other could be fuel, replace the fuel filter and then have the pressure and flow tested.

Is it not shifting or the motor is incapable of it?

It was shifting just didn't seem like it was opening up it worked before then I worked on the timing bc the Rev was to high

Where did you set the timing at? Did you remove the est connector when you set it?

No I didn't remove it

You need to set the timing at 0 with the connector unplugged. It's a little brown wire with a black tracer that has a connection in the middle of it.
