Why is my injectors spraying fuel even if I'm not turning over the engine

they should not be spraying with the engine not cranking, we control the the injectors with a ground inside the ecm (engine control module) the injectors always have power, a simple test would be to disconnect the ecm jump the fuel pump on and if they continue to spray the control wire is shorted to ground or the injector are stuck open, if it doesnt spray the ecm is no good
