My fuel pressure is staying around 25 psi. I have replaced ti fule pump in the tank, the in line high pressure pump and the fule filter. What else could be preventing the pressure from reaching 42-45p

What was the fuel pressure at before and after you replaced the fuel pump? I wouldn't be to concerned with fuel pressure as long as the fuel injectors are working. Fords never have the fuel pressure the book says they are to have. Sounds like you have enough to operate the fuel injectors.

Around the same. Injectors are clicking but it isnt starting. I can spray starting fluid into the intake and it will start and run as long as I squirt the fluid in. I have changed the PCM, front tank fuel pump, in line high pressure pump, fuel pressure regulator, fuel filter. Battery reads 12.79 w/o load and drops to 10.87 when trying to start at the battery, cylinoid, and at the starter. Im lost.
