Test the switch first, if it’s good then test to see if the tilt motor is getting power and ground, if it is then the motor is bad or the gear train is locked up. Get ready cause this is just the start of repairs on this make of vehicle.
Might be an electrical connection or a bad wire. Or it might be a dead motor. You just have to test it. If not repairable, look for a replacement at a salvage yard.
