Have you checked the connections on top of the tank? How old is the fuel pump and sending unit? Had a ford ranger once that the float in the tank had a hole in it and it would fill gas and remain on bottom of tank. Removed fuel pump and repaired the float to fix.

If the float is original or even very old it may be made of cork. It could be saturated and staying at the bottom of the tank. Once you've ruled out the float, if the gauge still reads empty with a full tank it's going to be either a bad ground for the dash gauge or the dash gauge itself. HTH. -Jim
