This is usually caused by in correct timeing,

That's right, make sure you on TDC on number one, then after it is running, unplug the spout connector and set the timing to specs then reconnect the spout and you done. You should also check for timing chain slack, if it is too loose you will have power problems and possibly chain noise as it slaps the cover.
