Honda Rims peeling
I noticed that the factory rims on my Honda Civic Si Sedan are peeling. Looks like it might
have some clear coat that is peeling away, resembles scratches and its on 3 of 4 tire rims.

Your right, the clear coat got scrapped off and causes the white look you see. Pretty much a common issue for most aluminum rims.
It's peeling off near the center cap the rims where no scraped in any way. It's on 3 of the tires. Is Honda liable for repair?
Like I said I see it a lot, even if it isn't an actual scrap. Is the car still under warranty? I'm sure you can talk/complain to a Honda service advisor and see if they will swap for new rims or compensate you. Can't hurt to ask.
Yes the car is under wsrranty.
A thin layer of wax is peeled over the standard rims so as to protect it from any kind of weather effects, tinny scratches and more importantly to give them a shining appearance as you can see at http://wheels.net/. The peeling off is very common and can be resolved easily. You just need to find a reliable mechanic to do this fix. If your car is in warranty then I don’t think there is any need to worry just give it to your service center.
