My 8Amp fuse #12 for the horn continues to burn out. Ideas why?

I replaced the headlights recently to higher luminosity, which required upping the fuse
amperage. Would this have an affect on the horn? Should I up the fuse amp on the horn to
16amp?

No The horn and the Headlights are separate circuits, if the Horn fuse keeps blowing there is a circuit overload, most likely the Horn itself but the wiring should be tested also.
