What would cause a loud whining noise under the bench/bed?

We were having engine starting issues. Replace fuel pump, fuel filters, pump relays, fuel tank sending unit, etc.  Previous owner claimed to have replaced starter. We replaced battery.

There are several ground straps between the body and drivetrain...be sure those are clean of corrosion and secure. Please detail the starting difficulty. Does the the starter engage and turn without engine ignition?
