The reverse lights will be a fuse or reverse light switch The horn will be a fuse, horn relay, contact in steering wheel or the horns themselves

Sounds like a bad connection in the steering column. The reverse lights are controlled by the neutral safety switch which is located at the bottom of the steering column near the floor. The horn contact switch is the pad in the center of the steering wheel that you push to sound the horn. I'm guessing it's a bad ground connection with the steering column. HTH. -Jim
