Carbs are not easy to work on as most people would think, it could be as simple a the choke is not opening up all the way to a simple cleaning or the carb. There are ways to test it but you will need a dwell meter and the specs for your car. The filter could be clogged or you could have a build up of gum in the fuel system. It may not be the carb at all, you could have oxygen sensors that is bad.
