89 cabriolet fuel filter problems

Ok so I just bought a limited edition 89 cabriolet
GTI and the guy I bought it off did something with
the fuel filter. The problem is I'm new to working on
cars and I have no idea what connects to what.
Any help, or diagrams would be apreeciated

    1990 Cabriolet has no power on acceleration. I mean it is really dogging, can't get out of it's own way. As I SLOWLY pick up speed the car eventually kicks in and goes.
