85 buick riviera is blowing air even though it is
turned off.

If your car has "automatic" air (where you set a temp and the system holds that temp) there is a blower motor controller. On the '86 and newer, it is in the ductwork on the engine side of the firewall, probably on the passanger side. I am attaching a photo of the '86 location, it is item 1
