The over voltage protection relay provides voltage to the ABS system and the systems relating to cold starting and they're known for going bad. Sadly it's not enough to just change the fuse, you'll need to replace the actual relay. A new one shouldn't be too expensive, maybe 30 - 40 $$$. The part numbers printed on the relay and when you're about to fit the new one make sure you clean the plug to get rid of any crap and debris from the old relay.
