where is the transmission modulator located in a 1989 ford festiva?

We are trying to change the modulator and are having a hard time finding where it is
located.

It is on top of the trans just left of the dipstick. It is under the cover. It's about the size of an oil filter and has three 10mm bolts holding down the cover.
