Why when I take a jumper cable from the
negative of the battery and earth the engine
the dash lights come on but ignition is off

You have a power feedback some where, electrically disconnect the alternator and see if it goes away, if it does then you have bad diodes in the alternator. If it doesn't then you have a real challenge ahead of you as you will have to start disconnection a circuit one at a time until you locate the feed back, then find out what is on that circuit and replace or repair the components that are causing it.
