how do i know if the wires of the starter are touching causing a shortage

Every time that i attempt to start my 1995 dodge spirit, a fuse underneath my hood blows immediately.

You need to replace the starter/starter solenoid assembly to cure this problem. The starter is drawing too much current and blowing the fuse.
