I Have a problem with the battery arcing when I connect it starter not hooked up n it's clicking as it arcs by distributer cap

Usually power goes from the battery, to the starter, to the ignition switch, then to the distributor. Without the starter hooked up it sounds like one of the disconnected wires is touching something metal and completing a circuit that shouldn't be completed. You should also be hooking up the positive (+) cable first at the battery then the negative (-) cable. HTH. -Jim

Ok but just have to ask. Are you positive that your not hooking a ground (negative) cable/wire to the positive side of the battery?
