I have a 98 stratus. Won't shift out of 2nd gear,
changed fluid and filter, gonna clean solenoid
later, any suggestions if that don't work?

Drive it over to a local transmission shop for diagnosis. If you need a new transmission, might be time to find another car. I wouldn't put a load of money into a 17 year old car.
