1998 dodge neon

Car is overheating I changed thermostat, for some
reason fans aren't kicking on had relay an fuses
tested they are fine, only time got fan to work was
when we hooked them up to to battery I noticed
my upper hose gets hard but you can here fluids
when you squeeze it. Any ideas?
