Why won't my 1999 Dodge Avenger start up after running outta fuel.check with computer an it gives us no codes of anything being wrong

See if fuel pump is running

Most likely by running it out of gas you burned out the fuel pump. As the gasoline flows through the pump it keeps the pump cool and lubricated. HTH. -Jim

its getting fuel an i can hear pump kick on. i was using a key that was made off the factory key. is that possible my problem.

If the original key is a transponder key then the new key will have to be programmed to the car. Will it start by using the original key? HTH. -Jim
