could be a bad button, lose connector or bad clock spring. they are easy to check the wiring. pull the battery off and wait 5 minutes so you dont accidentally trip the airbag on the back of the steering wheel is two 10mm bolts remove those then carefully pull the airbag forward and disconnect it. main airbag connector pulls straight back from the airbag or disconnects on the other end. from here you can see the connector for the cruise control and can test it with a multi meter if it works then most likely a new clockspring but you can also check the wiring for that if you remove the lower steering column panel its three t20 torx screws that hold it in and to remove the tilt lever just pull straight back.
