2000 dodge caravan won't start

Hi my van is making some weird noises coming from under the dash. It was
making a clicking sound pulled the one fuse out and the clicking stopped. We
tried to boost it and it started once but the clicking sound was still happening.
Tried boosting it again and would not start. .??? Please help

Could be bad starter relay,or the starter it self.
