2001 Dodge Stratus ES won't go any higher than 35 mom and 4 rpm. What would the issue be? Is it cheap and easy to repair?

I meant mph. Sorry about that. My auto correct did it and I didn't notice til now.

maybe a plugged Catalytic converter- shouldn't be too expensive to replace- hope that's what it is-
