my nieces car is having charging issues, shes tells me she had the battery and alternator replaced and it is still causing her problems . what could be causing this
alternator and battery has been replaced. cables are good and alternator was double checked
under a load.
Take to a shop that can do a complete charging system test, just because a part is new doesn't mean it i good, it could have a bad diode that will cause a feedback and kill even a new battery or if your vehicle has an ECM controlled alternator, that could cause a problem too.
First question is how old are the battery cables? If they are more than 5 years old, I would change them anyway. They can fail internally, and good 1 gauge cables are not that expensive. After that, I would have the charging system checked in the car. There could well be a faulty voltage regulator.

You are correct about the ECM controlled Alternators on Buicks of those years. I was just throwing that out there to make them aware that systems change. But there are ECM controlled alternators in the early 90 s cause I' m driving one.
