How can i improve fuel consumption without spending too much ?????

I recently bought the car from dealer, engine is a bit noisy but starts and drives well.
I put 41 litres in, used correct fuel, and found that i have only got 315 kms.
Ford tells me by e-mail that for my make model and year, i should be getting at least 450 km around town. I haven't been on highways, just short journeys around town. Am very diappointed, was advised to change air filter but heard that won't make a huge difference to the fuel, amy give me 20 kms more if i am lucky, oil change was 8 months ago , i see this with the receipt. Can anybody advise please what i can do to get the correct kms that this car should be delivering which is minus 100 currently :o(

check head gasket or and as the car geto older parts where so that will afect figers

Thanks Joseph, i am going to start with air filter, spark plugs and fuel injection cleaner. Then will see what the performance will be b4 taking it to the garage.

Try replacing spark plugs and wires,change gas filter Give the tires 32 psi.Clean air filter helps also.If the engine is not firing smoothly your gas mileage is majorly effected.
