i start up 2003 dodge neon and the cooling fan runs right away; why?

It may be you have the defrost or air conditioning on. If the fan selector switch is in either position, both cooling fans are commanded on.

or your relay is stuck in the on position. so check your cooling fan relay

could also be the temp sensor is bad
