What would make my 2004 Dodge Neon start up and then die several times before finally running after being parked on hot pavement all day in 90 degree temps?

After sitting on hot pavement (90 degree temps) all day, my car dies several times before finally being able to pull out without it dying.  It only does it when it is hot weather.

Check fuel filter and or fuel pump.
