2012 Dodge Charger overheating?!?!?

So far we have put in; a new radiator, new fans,
new thermostat, the heads taken off plained and
pressure checked, water pump, radiator cap,
burping the system (No air) and now trying blue
devil radiator and block sealer
Keep in mind this is a police Dodge Charger and
they get A TON of idle hours. We currently have 3
yes 3!! Chargers doing the same thing. I’m new on
the project but the old mechanics tried everything
and they have set for 2+ Years! And advice would
be appreciated.

Was the system ever flushed properly? I wouldn't have put any blue devil or block sealer additive.

you have to cut the heavy spring off from the thermostat and install a small spring on top of the thermostat this will make the thermostat long and spongy when you install it. the purpose of this is to by pass open the thermostat. the idea is to make sure the bottom of the thermostat is seating{covering} the hole at the bottom of the thermostat. on this kind of thermostat you cant just cut it out because you will be getting hot water going back in to the water pump. this type of thermostat you canot cut the guts out other wise it will run hot. the main idea is to make sure the bottom part of the thermostat covers the hole on the housing. sorry for the repeating. this is to test the cooling system.
