Why do you think there is water in the fuel rather than some other problem? If you have so much water in the system that the car won't run then you would have to drain the system entirely.

Because I ran out of fuel and the person that put the gas in the car used fuel can that have water in it so that's why i m almost positive that why water is in the system

A lot of times when you run out a fuel, is you burn up the fuel pump. So adding any gas to the tank will still not let the car start. Does the fuel pump prime or buzz when you turn the key? Another possibility is the filter is clogged. Did you try adding a bottle of drygas?

Try using Heet water remover.
