High revs after repair

For several months now my car (2012 Nissan Versa SV) has been having
problems. The gears would jump back and forth from 2000 rpms to 4000
rpms. It gave codes p0113 and p0420. It would rev up but wouldn’t
accelerate. I took it to several shops and Some would say I need a new
transmission for $3000. Others said it was a faulty sensor somewhere. The
last shop said it’s not the tranny, it’s the catalytic converter. They replaced it
and now the jumping stopped. However, today I noticed it doesn’t go as fast
as it used to. It started at 1500 rpms and when I was driving on the freeway,
it still reved kinda high without gaining that much speed. Is that normal for a
new catalytic converter? Do I need to “break it in?” Or is it the transmission?
